The total district heating project cost, including construction, financing and other expenses (not including building conversions), was approximately $45.8 million. The project was financed by tax-exempt revenue bonds, a City/HUD-UDAG loan and a City equity loan Initial System construction was completed one year ahead of schedule and $1.3 million under budget.

System cost and financing of the district cooling project was approximately $26 million. Total cost of the chilled water storage system was $1.7 million net of a rebate from the local electric utility in recognition of the significant advantage of using off-peak electricity.

Total cost of the cogeneration system installed in 1991 was $500,000. Of that total, $400,000 came from revenue bonds and $100,000 from District Energy funds.
