Economical use and energy saving are interesting for the user only if the amount of the used energy is measured. We had started with an increased installation of heat meters, immediately heat meters were developed to such a technical degree as to enable reliable measurements, and when their price dropped to an acceptable degree. Heat meters are installed in suppliers service installation. Heat costs incurred by individual buildings are calculated on the basis of connected heat load of consumer's internal heating installations and heat consumption. Since 1987 when the decree on the compulsory installation of heat meters was adopted, heat consumption is determined exclusively on the basis of measurements. Only about 5 percent of heat is calculated on a lump sum basis.
Heat measurement and the use of cost distributors in individual building units or other closed units is possible, however it can only serve to divide costs in the framework of heat consumption that was established through the main heat counter in the heating station.
